Fishing rod over clear water along the Puerto Peñasco shoreline, Rocky Point

Puerto Peñasco Fishing: The Complete Guide to Fishing Rocky Point

Puerto Peñasco, better known as Rocky Point, is the closest saltwater fishing to Arizona. It sits on the northern Sea of Cortez about 4 hours from Phoenix and Tucson, with reef fishing for cabrilla, grouper, and corvina, offshore runs for yellowtail, and shore fishing on the incoming tide. This guide covers when to go, how to fish, the rules, and how to plan the trip.

Why Rocky Point Is Arizona's Closest Saltwater Fishing

For most Arizona anglers, the ocean is a long drive or a flight. Rocky Point is a road trip. You cross at Lukeville, drive about an hour and fifteen minutes to town, and you can be on a boat the same afternoon.

Three things make fishing here different:

  • It is reef fishing water. The northern Sea of Cortez is shallow compared with the southern Gulf. Most action is on rocky reefs from a few miles to 30 miles out, not deep bluewater.
  • The tides are huge. During spring tides the range can top 20 feet. Tides decide when boats launch, when shore fishing is good, and where fish feed.
  • The fish eat well. Cabrilla, grouper, corvina, and triggerfish are some of the best table fare in Mexico.

Know the Seasons: What Bites When

Choose How You Want to Fish

Shore Fishing

Free, easy, and best on an incoming tide. Cholla Bay, rocky points, and jetties around town hold corvina and sierra. See our shore fishing guide.

Panga Trips

A small open boat with an outboard, ideal for 2 to 4 anglers fishing inshore reefs. Best value on the water. See panga fishing.

Charters

A sportfishing boat with shade and a restroom, good for groups up to 16. Afternoon, half-day, and full-day trips. See Rocky Point fishing charters and deep sea fishing.

Your Own Boat

Bring it, but plan launches around the tide. See bringing your own boat.

Fish the Tides Like a Local

Moving water fishes better than slack water, and in Rocky Point the water moves a lot. Many local shore anglers fish the incoming tide, when fish push in over flats and rocks to feed. Boat captains plan launches and returns near higher water because some ramps go dry at low tide. Read the full fishing tides guide and check the Puerto Peñasco tide chart.

Follow the Rules

  • License. Mexico requires a recreational fishing license from CONAPESCA for fishing from a boat, and it is commonly required for everyone aboard when fishing gear is present. See our Mexican fishing license guide. On our partner charters, the captain handles it.
  • Bag limits. Mexico's sportfishing rules set daily limits per angler, with lower limits on some species. Your captain knows the current numbers.
  • Fish only. A sport fishing license covers finfish. Clams, scallops, lobster, and other shellfish are reserved for commercial fishermen.
  • Protected species. Totoaba is protected and must be released. Read totoaba and vaquita rules.
  • Taking fish home. Declare all fish at the U.S. border. See bringing fish back from Mexico.

Rules change, so check the official sources before every trip.
